Colonel Toppin is a 1983 graduate of the University of
New Mexico with a Bachelor of University Studies Degree and holds a Master
of Public Administration Degree from Troy State University, and a Master of
Strategic Studies Degree from the Air War College, Maxwell AFB, Alabama.
Colonel Toppin’s military career began
in 1983. Prior to this assignment, Colonel Toppin served in
a series of leadership and staff positions including:
Director of Installation Policy in the Office of the Deputy
Assistant Secretary of the Air Force for Installations,
Pentagon, Washington D.C., Services Squadron commander at
Incirlik AB, Turkey and Holloman AFB, New Mexico; Chief of
Services at King Salmon Airport, Alaska and deployed Chief
of Services at Masirah Oman. While in command, her
leadership led to two Air Force and four command awards.
Colonel Toppin is a senior Services officer with deployment
experience to OPERATIONS Desert Shield/Storm.
Colonel Toppin has received the Defense Meritorious Service Medal, the
Meritorious Service Medal with five oak leaf clusters, the Air Force
Commendation Medal with three oak leaf clusters, Southwest Asia Service
Medal with three bronze stars, the Global War on Terrorism Service
Medal, the Kuwait Liberation Medal Kingdom of Saudi Arabia, and the
Kuwait Liberation Medal Government of Kuwait. (Current as of June
